Bahraini teenager killed in Friday's protest

DUBAI (Reuters) - Bahraini riot police killed a teenager when they fired shotgun pellets during clashes with protesters following a demonstration on Friday, the country's opposition said on Saturday, the second young protester to die in six weeks.

Thousands rallied on Friday in an officially authorized protest called by the main opposition group al-Wefaq, but as the event ended around 100 demonstrators clashed with police.

Witnesses on Friday said riot police used tear gas and stun grenades to disperse those demonstrators, who, the authorities said, were throwing petrol bombs and wielding iron bars.

The police described the incident after the protest as a "terrorist attack" on a security patrol that "targeted the lives of members of the patrol" late on Friday evening.

The police had defended themselves "according to their legal authority", a statement said, confirming one of the protesters had died.

Bahrain, headquarters of the U.S. Navy's Fifth Fleet, has been in turmoil since mass demonstrations started at the height of Arab Spring unrest last year, led by its Shi'ite Muslim majority.

The protests were put down by the Sunni monarchy which imposed martial law and invited Saudi Arabia to send troops in support.

In mid-August a 16-year-old protester was killed in a similar incident, when police opened fire with birdshot during clashes after a demonstration, opposition activists said.

The opposition says more than 45 people have been killed in protests since martial law was lifted in June 2011. The Interior Ministry says protesters have injured more than 700 police officers and that the authorities have exercised restraint.

Al-Wefaq named the dead protester as 17-year-old Ali Hussain Nima and distributed photographs show a body covered in blood and flecked with birdshot wounds. The pictures could not be independently verified.

Bahrain and Saudi Arabia accuse Iran of fomenting the unrest in the island kingdom and among Saudi Arabia's Shi'ite Muslim minority, who mostly live in a province situated next to Bahrain. Iran denies the accusations.

The death comes a day after the U.N. Human Rights Council appointed a Bahraini as the Asia representative to its advisory committee.

Refinance of FHA loan adds $180 to my mortage ins.! - Zillow ...

I am in the process of an FHA refi with Quicken loans. My int. rate will drop from 5.75 to 3.75, but my PMI goes up from 100 a month to 279/mo., so I save less than $200/mo. in my payment. I keep wondering if there's an option I'm missing. My mortgage balance is 265,000 (it will go up to 270,0000 in the refi). The house is worth about $300,000. Does anyone have any advice/insight? Thanks.

100 Days Until Taxmageddon | Education News

Sunday will mark the start of the 100-day countdown to ?Taxmageddon? ? the date the largest tax hikes in the history of America will take effect.? They will hit families and small businesses in three great waves on January 1, 2013:

First Wave: Expiration of 2001 and 2003 Tax Relief

In 2001 and 2003, the GOP Congress enacted several tax cuts for small business owners, families, and investors (later re-upped by President Obama and Democrat Congress in 2010).? The following tax hikes will occur on January 1, 2013:

Personal income tax rates will rise on January 1, 2013.? The top income tax rate will rise from 35 to 39.6 percent (this is also the rate at which the majority of small business profits are taxed).? The lowest rate will rise from 10 to 15 percent.? All the rates in between will also rise.? Itemized deductions and personal exemptions will again phase out, which has the same mathematical effect as higher marginal tax rates.? The full list of marginal rate hikes is below:

-The 10% bracket rises to a new and expanded 15%

-The 25% bracket rises to 28%

-The 28% bracket rises to 31%

-The 33% bracket rises to 36%

-The 35% bracket rises to 39.6%

Higher taxes on marriage and family coming on January 1, 2013.? The ?marriage penalty? (narrower tax brackets for married couples) will return from the first dollar of taxable income.? The child tax credit will be cut in half from $1000 to $500 per child.? The standard deduction will no longer be doubled for married couples relative to the single level.

Middle Class Death Tax returns on January 1, 2013.? The death tax is currently 35% with an exemption of $5 million ($10 million for married couples).? For those dying on or after January 1 2013, there is a 55 percent top death tax rate on estates over $1 million.? A person leaving behind two homes and a retirement account could easily pass along a death tax bill to their loved ones.

Higher tax rates on savers and investors on January 1, 2013.? The capital gains tax will rise from 15 percent this year to 23.8 percent in 2013.? The top dividends tax will rise from 15 percent this year to 43.4 percent in 2013.? This is because of scheduled rate hikes plus Obamacare?s investment surtax.

Second Wave: Obamacare Tax Hikes

There are twenty new or higher taxes in Obamacare.? Some have already gone into effect (the tanning tax, the medicine cabinet tax, the HSA withdrawal tax, W-2 health insurance reporting, and the ?economic substance doctrine?).? Several more will go into effect on January 1, 2013.? They include:

The Obamacare Medical Device Tax begins to be assessed on January 1, 2013.? Medical device manufacturers employ 409,000 people in 12,000 plants across the country. This law imposes a new 2.3% excise tax on gross sales ? even if the company does not earn a profit in a given year. Exempts items retailing for <$100.

The Obamacare Medicare Payroll Tax Hike takes effect on January 1, 2013.? The Medicare payroll tax is currently 2.9 percent on all wages and self-employment profits.? Starting in 2013, wages and profits exceeding $200,000 ($250,000 in the case of married couples) will face a 3.8 percent rate.

The Obamacare ?Special Needs Kids Tax? comes online on January 1, 2013. ?Imposes a cap on FSAs of $2500 (now unlimited).? Indexed to inflation after 2013. There is one group of FSA owners for whom this new cap will be particularly cruel and onerous: parents of special needs children.? There are thousands of families with special needs children in the United States, and many of them use FSAs to pay for special needs education.? Currently, those facing high medical expenses are allowed a deduction for medical expenses to the extent that those expenses exceed 7.5 percent of adjusted gross income (AGI).? The new provision imposes a threshold of 10 percent of AGI. Waived for 65+ taxpayers in 2013-2016 only.

Third Wave: The Alternative Minimum Tax and Employer Tax Hikes

When Americans prepare to file their tax returns in January of 2013, they?ll be in for a nasty surprise?the AMT won?t be held harmless, and many tax relief provisions will have expired.? These tax increases will be in force for BOTH 2012 and 2013.? The major items include:

The AMT will ensnare over 31 million families, up from 4 million last year.? According to the left-leaning Tax Policy Center, Congress? failure to index the AMT will lead to an explosion of AMT taxpaying families?rising from 4 million last year to 31 million.? These families will have to calculate their tax burdens twice, and pay taxes at the higher level.? The AMT was created in 1969 to ensnare a handful of taxpayers.

Full business expensing will disappear.? In 2011, businesses can expense half of their purchases of equipment.? Starting on 2013 tax returns, all of it will have to be ?depreciated? (slowly deducted over many years).

Taxes will be raised on all types of businesses.? There are literally scores of tax hikes on business that will take place.? The biggest is the loss of the ?research and experimentation tax credit,? but there are many, many others.? Combining high marginal tax rates with the loss of this tax relief will cost jobs.

Tax Benefits for Education and Teaching Reduced.? The deduction for tuition and fees will not be available.? Tax credits for education will be limited.? Teachers will no longer be able to deduct classroom expenses.? Coverdell Education Savings Accounts will be cut.? Employer-provided educational assistance is curtailed.? The student loan interest deduction will be disallowed for hundreds of thousands of families.

Charitable Contributions from IRAs no longer allowed.? Under current law, a retired person with an IRA can contribute up to $100,000 per year directly to a charity from their IRA.? This contribution also counts toward an annual ?required minimum distribution.?? This ability will no longer be there.

Romney tax release shows 14.1 percent rate in 2011

WASHINGTON (Reuters) - Republican presidential candidate Mitt Romney fought back on Friday against Democrats' claims that he paid no taxes in some years, releasing a letter from his accountants saying he paid an effective federal tax rate of at least 13.6 percent annually over 20 years.

Despite heavy political pressure, Romney stood firm in refusing to make those returns public, but followed through on an earlier promise to release his 2011 return. It showed he paid $1.9 million in taxes on more than $13 million in income - an effective tax rate of 14.1 percent.

That is a lower rate than most American wage-earners pay because Romney gets most of his income from investment profits, dividends and interest. Those earnings are taxed at a lower rate than wages, which are taxed at a top rate of 35 percent.

President Barack Obama, Romney's foe in the November 6 election, paid a rate of 20.5 percent in 2011, and Romney's vice presidential running mate Paul Ryan paid an effective rate of 20 percent last year.

Romney's release of a 20-year summary of his annual returns came in response to allegations from Senate Democratic leader Harry Reid and others that Romney might have avoided paying taxes at all in some of those years.

But the release did not ease criticism of Romney for his refusal to let the public see tax returns for the years before 2010. The Obama campaign said his use of overseas tax havens in jurisdictions such as the Cayman Islands was another sign that Romney plays by tax rules that favor the rich and powerful, and enjoys benefits that are not available to most Americans.

"Why does Mitt Romney not just release the full returns, instead of the bare summary he has provided of the last 20 years, so voters can make their own judgments about Mitt Romney's finances?" asked Stephanie Cutter, Obama's deputy campaign manager.

Romney has steadfastly refused to release the returns, breaking a longstanding presidential campaign tradition. He said earlier this year it would just give Democrats "hundreds or thousands of more pages to pick through, distort and lie about."

Romney also was criticized for taking less than the full write-off for his charitable donations in 2011, an unusual move designed to keep his effective tax rate above the 13 percent minimum that Romney said in August he had paid each year.

Without the move, Romney would only have paid an effective tax rate of about 10.5 percent, David Kautter of American University's Kogod Tax Center estimated.

But the maneuver was political embarrassing for a candidate who said earlier this year that he did not pay more taxes than were legally due and if he did "I don't think I'd be qualified to become president."

Reid said in a statement the move raised questions about Romney's other tax dealings.

'WHAT ELSE WAS MANIPULATED?'

"Mitt Romney manipulated one of the only two years of tax returns he's seen fit to show the American people - and then only to ?conform' with his public statements," Reid said. "That raises the question: What else in those returns has Romney manipulated?"

The release of the information on Friday afternoon, traditionally a time when politicians make public information they hope will not attract heavy news coverage, came after a brutal week for Romney's presidential campaign.

A secretly recorded video released earlier in the week showed Romney denigrating the 47 percent of Americans who would back Obama "no matter what" as government-dependent victims who pay no taxes. That followed Romney's widely criticized response last week to attacks on U.S. compounds in Libya and Egypt.

Romney has fallen slightly behind Obama in polls in the race for the White House, with a series of three high-stakes debates between the two scheduled in October.

In January, Romney released his 2010 return, which showed he paid an effective tax rate of 13.9 percent, and had promised to release his 2011 return before the election.

His campaign said the 2011 return was released on Friday because that was when it was filed. Romney had sought an extension earlier in the year on the mid-April filing deadline.

The 2011 return showed Romney donated about $4 million to charity in 2011, amounting to nearly 30 percent of his income, including at least $1.1 million given to the Mormon Church to which they belong, but Romney took a deduction of only about $2.25 million.

Romney has refused to release returns from his years as head of Bain Capital, a private equity fund that Democratic critics have charged plundered companies and cut jobs in a quest for profits.

One of the wealthiest Americans to ever seek the White House, Romney has an estimated net worth between $190 million and $250 million.

The Romney campaign published a statement on Friday from former Internal Revenue Service Commissioner Fred Goldberg, who declared the returns "reflect the complexity of our laws and the types of investment activity that I would anticipate for persons in their circumstances."

Goldberg said, "In my judgment, they have fully satisfied their responsibilities as taxpayers."

The letter from accountants PricewaterhouseCoopers said the average of Romney's annual effective federal personal income tax rate during the 20-year period up to 2009 was 20.2 percent, and he and his wife, Ann, had a charitable deduction rate of 13.45 percent.

The 20-year summary of his taxes said he owed both state and federal income taxes in each year between 1990 and 2009.

The campaign also released a letter from Romney's doctor noting he was in excellent health, but occasionally needed to use an inhaler to ease an obstruction in his airways.

Pettitte returns, helps Yanks win

NEW YORK (AP) - Andy Pettitte was a little unsettled by an uncharacteristically thin crowd at Yankee Stadium on Wednesday afternoon compared to the raucous environment found at many of his big September and October starts. Still, the 40-year-old lefty was pumped to finally be back on the mound when it mattered most to his team.

Pettitte pitched five sparkling innings in his return from a broken leg and Ichiro Suzuki made a difficult catch to preserve a lead, keeping New York atop the AL East with a 4-2 victory over the Toronto Blue Jays in the opener of a day-night doubleheader.

"The beginning of the game it was almost like you could hear people talking - I'm just trying to focus," Pettitte said. "I think for me it probably would've been better if we had a packed house."

Pettitte (4-3) looked his old steely self in giving up four hits in his first September start since 2010. Injured on June 27, the postseason career wins leader boosted the Yankees into a half-game division lead over the pesky Baltimore Orioles.

"When you see these guys go through what they've been going through, and I've been sitting here watching and just trying to cheerlead for them, it's great to be able to go out there and feel like you contributed," he said.

Rafael Soriano escaped a bases-loaded jam in the eighth after Toronto closed to 3-2, and New York extended a winning streak to three for the first time since Aug. 13-15.

In the sparsely attended makeup of a game washed out Tuesday night, Suzuki had three hits batting leadoff as Derek Jeter was given the opener off. Despite being bothered by a sore left ankle, Jeter started at shortstop for the first time in a week in the nightcap.

Robinson Cano had an RBI double in a three-run first against Henderson Alvarez (9-13) that also included Alex Rodriguez's run-scoring groundout and Curtis Granderson's sacrifice fly.

Pettitte threw 75 pitches in his first start since a line drive off the bat of Cleveland's Casey Kotchman broke his left fibula. Then manager Joe Girardi mixed and matched liberally, using six relievers

Clay Rapada, Derek Lowe, Joba Chamberlain and Boone Logan held Toronto scoreless through seven innings. Then David Robertson gave up an RBI single to pinch-hitter Kelly Johnson and a run-scoring double to Omar Vziquel in the eighth.

"Our bullpen guys understand they can be used at any point," Girardi said.

Soriano relieved with two outs and runners on second and third, then walked Anthony Gose after a foul drive about a foot foul down the left-field line that just missed being a two-run double. Rajai Davis followed with a sinking liner to left field that Suzuki caught against his stomach for the third out.

"I'm glad I don't have a big belly because if I did it might've hit the belly and popped out," Suzuki said through a translator.

Nick Swisher had an RBI single in the bottom half. Soriano pitched a perfect ninth for his 41st save in 44 chances.

Toronto's 45-year-old Vizquel had two hits to move past Babe Ruth for 41st on the career list at 2,874.

"I think when you get a hit to tie one of the best hitters in baseball, it's an amazing feeling. I mean, this guy has been a legend in the game for a long time and, to mention my name right next to his just makes me feel so little," Vizquel said. "I never thought, never, ever, in my career of baseball that's been a long one, that I was gonna come close, to even compare my hits with the Babe. It's just unbelievable. It's very emotional, especially here in New York, the house that he built."

The Blue Jays, playing their first doubleheader against the Yankees since 1986, were without Yunel Escobar, who began a three-game suspension for wearing eye black displaying anti-gay slur written in Spanish during a game last weekend against Boston.

With ace CC Sabathia struggling and the Orioles refusing to lose, the Yankees are looking to Pettitte to help lead them to the playoffs.

Pettitte was in fine form in his return from retirement, going 3-3 with a 3.22 ERA before his injury, and all throughout his rehab for his leg insisted his arm felt good. And he felt that way afterward Wednesday.

"My arm feels great. My break area feels great. I'm a hundred percent," Pettitte said. "Just real happy with how my arm is feeling. More than anything it's my legs. I just got to get my legs back in shape."

Pettitte struggled a bit with his command, walking two, but kept the Blue Jays from hitting the ball hard with a biting breaking ball. He put runners on in each of his first four innings and had runner on third in the second through fourth innings. But he got timely groundouts in the second, third - a double play - and fourth to avoid trouble.

"He gave us everything that we asked for," Girardi said.

NOTES: Alvarez allowed five hits in seven innings and struck out a career-high seven. ... Toronto DH Edwin Encarnacion (sore right big toe) was not in the starting lineup for the opener. ... The Blue Jays will play another doubleheader Monday, making up an Aug. 26 postponement at Baltimore. They will play nine games in seven days. ... Following Monday?s three-hour marathon meeting between Saints linebacker Jonathan Vilma and Commissioner Roger Goodell, someone leaked to the media an affidavit signed by former Saints defensive coordinator Gregg Williams, which states that Vilma offered $10,000 to anyone who knocked former Vikings quarterback Brett Favre out of the 2009 NFC title game.

At that?s precisely what it says, at paragraph No. 12 on pages 5 to 6 of the document.? (It?s technically a ?declaration,? not an affidavit.? Both are signed under penalty of perjury, but unlike an affidavit a declaration isn?t notarized.)

Its timing raises many fair questions, even if the NFL would prefer that the questions not be asked.? Amazingly, Williams signed the document three days ago, on September 14, 2012.

So here are the questions and issues that Vilma?s lawyer, Peter Ginsberg, likely will be preparing to ask and/or raise.

How did this declaration come to be?

Williams, whom the league previously identified as someone who corroborated the offer, presumably hadn?t previously reduced his words to writing.? Why didn?t he?

Who wrote the declaration?

The declaration consists of a clean, crisp, logical narrative ? the kind of document lawyers routinely write.? So who wrote it?? Williams? lawyer, based on a meeting with Williams?? Or the NFL?s lawyers, based on whatever Williams told the league (or, possibly, the league?s interpretation thereof)?

Why was it written now?

The September 7 ruling of an internal appeals board vacated the suspensions of Vilma and three other players on technical grounds.? The decision gave the league a do-over, and the decision to harvest a declaration from Williams three days before the meeting with Vilma proves that the NFL opted to embrace its mandated Mulligan.

What promises were made to Williams, expressly or implicitly?

It?s fair to ask whether and to what extent Williams has received anything in return for his cooperation.? Did the league hint that he?ll be more likely to be reinstated if he signs the declaration?

Will Williams testify at the internal appeal hearing?

Assuming the NFL once again suspends Vilma, an internal appeals hearing will be conducted.? And it will be impossible to properly probe the nooks and crannies of the Williams declaration unless Williams testifies.? So Williams surely will have to testify, and he will have to be exposed to cross examination.? Otherwise, the declaration will be worthless.

What other declarations have been obtained?

The league possibly didn?t stop with a declaration from Williams.? The league possibly has revisited the question of whether its previously undisclosed whistleblower (widely believed to be former Saints assistant coach Mike Cerullo) should be ?outed? as a witness, given that the undisclosed whistleblower presumably has also corroborated the Vilma offer.

Will Williams ever coach again?

Apart from the cartoonish remarks from Williams prior to the January 2012 playoff game against the 49ers, Williams? execution of a declaration will make it difficult if not impossible for any NFL player to ever respect, listen to, or follow Williams.? Thus, even if the NFL reinstates him after the 2012 season, it will be difficult for the Rams or any other NFL team to employ him as a coach.? At best, Williams will be relegated to the status of consultant, perhaps helping his son, Blake, with game plans and other strategic matters.

What happens next?

Commissioner Roger Goodell will issue a decision regarding the suspensions, and the decision will be appealed, to Goodell.? His final decision will surely be challenged in court, before Judge Helen G. Berrigan.

Will the declaration hold up in court?

That?s perhaps the best question of all.? Vilma?s lawyer undoubtedly will argue that the league should have created and shared the Williams declaration months ago, and that any effort to cobble something together now is inherently suspect and procedurally defective.

In hindsight, Vilma?s lawyer should have declined to meet with Goodell, taking instead the position that the official record of evidence is closed, and that Goodell must merely make a new decision clarifying whether he was issuing the suspensions for conduct detrimental to the game (which he has the sole authority to do under the labor deal), or whether he was punishing the players for salary-cap violations (which he does not have the authority to do).

What should the other players do?

Saints defensive end Will Smith, Browns linebacker Scott Fujita, and free-agent defensive end Anthony Hargrove are due to meet with Goodell on Tuesday.? They should consider refusing to meet, taking the position that the NFL is stuck with the evidence that already has been produced (or not produced), and that Goodell should simply reissue the decisions.

We?ll find out soon enough whether that happens.? For now, though, it?s clear to us that the Williams declaration would have been far more valuable and relevant if it had been written and signed back in February or March.? Though there would still be questions, there wouldn?t be as many ? and they wouldn?t be as compelling.

Verticus is Stan Lee's first iOS game

Moon Shark has just announced Verticus, an endless-falling game made in collaboration with comic book legend Stan Lee. The gameplay will seem familiar if you've ever played Falling Fred, minus the gore, and plus the super hero badassitude. Details are scarce, but there's are enemies to evade, currency to pick up, and upgrades to buy. The story goes that that a hostile race of aliens are building a doomsday device at the core of the planet, and our anonymous hero has to use his high-tech suit to chase down The Obliterators and descend to the source of their scheming.?

The last game Moon Shark published was DancePad, which was made in collaboration with Jennifer Lopez. It's interesting to see more and more celebrities getting involved in the iOS app sphere, and sensible considering visibility is a huge part of an app's success. Hopefully we can keep the spotlight on the software and the developers rather than the big names promoting them, though.?

It looks pretty slick overall, and with Stan Lee behind it, I'm sure there's going to be plenty of classic comic charm in there. Release is set for this fall, so expect Verticus to land soon! You can sign on for updates over at Moon Shark's landing page.?

Online businesses face an increasing number of threats from cyber criminals. In response, many have turned to managed security services, but this strategy can create additional risk.

Considering the fact that online marketplaces are a frequent target for cybercriminals, one would naturally assume Internet retailers have data security at the front of their minds. Ecommerce is a valuable target due to the payload of potentially thousands of credit card numbers and other financial information. Yet despite the growing threat, online retailers aren't as scrupulous in their data security practices as they should be.

The scope of a single breach can expand well beyond what many organizations expect, making lax data security practices rather expensive, as Amy Dusto, associate editor for Internet Retailer, recently pointed out. The average cost of a breach in 2011 was $5.5 million ? taking into account compliance fines, in-house investigations, lost sales due to reputational damage and other factors. In addition, hackers typically acquire between 4,500 and 98,000 sensitive records in the process.

"The difficulty in the data security world is that there?s not a playbook that any regulatory agency has put out with respect to security,? Lisa Sotto, a partner at law firm Hutton & Williams, told Internet Retailer. "There are many, many different standards and the question is which to follow."

Sotto also said many organizations default to following standards outlined by the International Security Organization (ISO). However, the problem with following ISO's or any other guidelines is that they are static in nature, while cybercriminals are dynamic. Just as quickly as new best practices are established, hackers develop ways of bypassing them. Therefore, it is important for organizations to be continually aware of new threats and be able to proactively respond to them. This may mean hiring a cybersecurity expert to supplement the knowledge of the existing IT department.

Are managed security services an option?
Many organizations are turning to managed security services to alleviate some of the burden of keeping up with new malware, guidelines and a constantly evolving threat landscapes, as evidenced by Gartner's forecast of the worldwide security service market, released last year. Overall security spending was on pace to hit $35.1 million in 2011 and is expected to reach $49.1 billion by 2015. According to Lawrence Pingree, research director at Gartner, managed security services are a significant factor driving that growth.

Although this solution provides significant benefits in the form of consulting and extra IT management capabilities, it can also open organizations up to additional risk. As Dusto pointed out, it is especially important for retailers to be careful they are not providing too much access to sensitive information by leveraging third-party services.

"[V]endors sometimes have access to personal data and, in some cases, are the ones criminals attack," Dusto wrote. "When that happens, it is the retailer?s reputation on the line because it, not the vendor, must notify all compromised customers. And unless a retailer has a prior agreement with the vendor, it bears all the associated legal, communications, public relations and other costs."
