TORONTO, ON University of Toronto researchers won or shared honours in six of eight prize categories in this year's awards from the Natural Sciences and Engineering Research Council of Canada (NSERC), presented today in Ottawa.
The accolades represent an unprecedented performance by U of T scholars ranging across the academic life-cycle, from graduate students through rising stars in mid-career to lifetime achievers.
This is the third year in a row that a U of T researcher has won the Herzberg medal, NSERC's highest honour, given for sustained excellence and overall influence of research work conducted in Canada in the natural sciences or engineering. It is also the third year in a row that a U of T researcher has won the John C. Polanyi award, which honours an individual or team whose Canadian-based research has led to a recent outstanding advance in those fields.
The Council's marquee award, the $1-million Gerhard Herzberg Canada Gold Medal for Science and Engineering, went to Stephen Cook, University Professor Emeritus of computer science. A pioneering mathematician, Cook's ideas have spawned new fields of inquiry and he has made celebrated contributions to complexity theory, computational theory, algorithm design, programming languages and mathematical logic.
At U of T, Cook is known as an innovative teacher and has been awarded the title University Professor, the highest honour the institution bestows on its faculty.

The John C. Polanyi Award, which honours research that has led to a recent outstanding advance, went to Gregory Scholes of chemistry. Scholes's research has shown that quantum mechanics are involved in the capture and distribution of the sun's energy during photosynthesis. By studying the way organisms efficiently use the sun's energy, we could learn how to better convert the sun's energy to meet our own growing demand.
The Polanyi award was established in tribute to John Polanyi, a Nobel laureate who is himself a U of T researcher in the Department of Chemistry.
Three faculty members have won E.W.R. Steacie Memorial Fellowships, awarded to enhance the career development of outstanding and highly promising scientists and engineers who are faculty members of Canadian universities: Aneil Agrawal of ecology and evolutionary biology, Warren Chan of biomaterials and biomedical engineering, and Yu Sun of mechanical and industrial engineering.
Agrawal is one of the world's most promising evolutionary biologists. He investigates how harmful genetic mutations enter populations and may then be removed by different forms of selection, adding to our understanding of the evolutionary consequences of such mutations and promising practical benefits in medicine.
Chan is a global leader in nanotechnology and is breaking new ground using quantum dots in biomedical applications. He is leading the development of hand-held devices capable of screening for molecules that indicate the presence of pathogens, including HIV, Hepatitis B and C, malaria and syphilis.
Sun is an international leader in developing robotics and automation technologies for manipulating biomaterials. His research into automated processes for biological cell manipulation is revolutionizing how genetic studies, cancer research and clinical cell surgery and diagnostics are performed.
Paul Santerre of dentistry and biomaterials and biomedical engineering has won a Synergy Award for Innovation, which honours outstanding achievements in university-industry collaborations. His partnership with Interface Biologics is producing transformative biomedical polymers to make medical devices safer and more effective. They have created products ranging from catheter lines to polymer-coated stents for opening blocked arteries.
PhD student Melanie Mastronardi of chemistry is a winner of the Gilles Brassard Doctoral Prize for Interdisciplinary Research, given to the recipient of the NSERC Vanier Canada Graduate Scholarship who best exemplifies interdisciplinary research. She is developing greener and cheaper silicon-based nanocrystals, to address concern about the use of heavy metals in nanocrystal manufacturing. Her work will make an important contribution to the development of silicon as a nanomaterial for use in state-of-the-art smart phones, computers and other devices. Mastronardi works under the supervision of Geoffrey Ozin.
Master's student Christina Nona of pharmacology and toxicology and PhD student Graham Carey of electrical and computer engineering have each won an Andr Hamer Postgraduate prize. At the master's level, the prize is awarded to the four most outstanding candidates in the NSERC Vanier Canada Graduate Scholarship competition, and at the doctoral level to the single most outstanding candidate. Nona works under Jos Nobrega's supervision. Graham Carey works under the supervision of Ted Sargent.
Nona is researching two neural mechanisms found in the brain and the role they play in learning and memory. She is working toward treatment for people with maladaptive forms of learning and memory, such as those suffering from addictions. Her research will also help those with Alzheimer's disease and other cognitive illnesses.
Carey is exploring some of the key challenges in making quantum dot solar cell systems more efficient. Quantum dots are microscopic pieces of semiconductor that can be layeredlike paintonto a surface. He is looking at ways to improve the stability of each layer to minimize energy loss and increase efficiency.

Feb. 22, 2013 ? Running cockroaches start to recover from being shoved sideways before their dawdling nervous system kicks in to tell their legs what to do, researchers have found. These new insights on how biological systems stabilize could one day help engineers design steadier robots and improve doctors' understanding of human gait abnormalities.
In experiments, the roaches were able to maintain their footing mechanically -- using their momentum and the spring-like architecture of their legs, rather than neurologically, relying on impulses sent from their central nervous system to their muscles.
"The response time we observed is more than three times longer than you'd expect," said Shai Revzen, an assistant professor of electrical engineering and computer science, as well as ecology and evolutionary biology, at the University of Michigan. Revzen is the lead author of a paper on the findings published online in Biological Cybernetics. It will appear in a forthcoming print edition.
"What we see is that the animals' nervous system is working at a substantial delay," he said. "It could potentially act a lot sooner, within about a thirtieth of a second, but instead, it kicks in after about a step and a half or two steps -- about a tenth of a second. For some reason, the nervous system is waiting and seeing how it shapes out."
To arrive at their findings, the researchers sent 15 cockroaches (one-by-one, in 41 trials) running across a small bridge onto a placemat-sized cart on wheels. The cart was attached to an elastic cord that was pulled tight like a loaded slingshot and held in place with a strong magnet on the other side. Once a roach was about a body length onto the cart, the researchers released the magnet, sending the cart hurling sideways. The force was equivalent to a sumo wrestler hitting a jogger with a flying tackle, said Revzen, adding that cockroaches are much more stable than humans.
To gather detailed information about the roaches' gait, the researchers utilized a technique Revzen developed several years ago called kinematic phase analysis. It involves using a high-speed camera to constantly measure the position of each of the insects' six feet as well as the ends of its body. A computer program then merges the continuous data from all these points into an accurate estimate of where the roach is in its gait cycle at all times. The approach gives scientists a more detailed picture than just measuring the timing of footfalls -- a common metric used today to study gait.
In kinematic phase analysis, the signals are converted into a wave graph that illustrates the insect's movement pattern. The pattern only changes when the nervous system kicks in. How do the researchers know this? In a separate but similar experiment, they implanted electrodes into the legs of seven cockroaches to measure nerve signals.
The nervous-system delay the researchers observed is substantially longer than scientists expected, Revzen said. And it runs contrary to assumptions in the robotics community, where computers stand in for brains and the machines' movements are often guided by continuous feedback to that computer from sensors on the robots' feet.
Revzen said the new findings might imply that the biological brain, at least in cockroaches, adjusts the gait only at whole-step intervals rather than at any point in a step. Periodic, rather than continuous, feedback systems might lead to more stable (not to mention energy-efficient) walking robots -- whether they travel on two feet or six.
Robot makers often look to nature for inspiration. As animals move through the world, they have to respond to unexpected disturbances like rocky, uneven ground or damaged limbs. Revzen and his team believe that patterns in how they move as they adjust could give away how their machinery and neurology work together.
"The fundamental question is, 'What can you do with a mechanical suspension versus one that requires electronic feedback?" Revzen said. "The animals obviously have much better mechanical designs than anything we know how to build. But if we could learn how they do it, we might be able to reproduce it."
More than 70 percent of Earth's land surface isn't navigable by wheeled or tracked vehicles, so legged robots could potentially bridge the gap for ground-based operations like search and rescue and defense.
For human gait analysis, Revzen and colleagues said their noninvasive, high-resolution kinematic phase approach could be valuable in the biomedical community.
"Falls are a primary cause for deterioration in the elderly," Revzen said. "Anything we can do to understand gait pathology and stabilization of gait is very valuable."
These experiments were conducted at the University of California, Berkeley, before Revzen came to U-M. The work was funded by the National Science Foundation.

WASHINGTON (AP) ? Chuck Hagel has lined up the necessary votes for the Senate to confirm him next week to be the nation's next defense secretary, after a senior Republican lawmaker said he will back President Barack Obama's choice.
Barring any new developments, five-term Sen. Richard Shelby of Alabama said he would vote for his fellow Republican and the former two-term Nebraska senator, with the expectation that Hagel will win Senate approval. If confirmed, Hagel would succeed Defense Secretary Leon Panetta, who is stepping down after four years first as CIA director and then Pentagon chief.
"He's probably as good as we're going to get," Shelby told the Decatur Daily about Hagel.
Jonathan Graffeo, a spokesman for the senator, said Thursday that unless any new, damaging information to the nominee emerges between now and an expected Senate vote on Tuesday, Hagel has Shelby's vote.
Obama's choice has faced strong Republican opposition, and last week the GOP succeeded in an unprecedented filibuster of a nominee for defense secretary. In fresh evidence of the resistance, 15 Republican senators sent a letter to Obama on Thursday calling on him to withdraw the nomination.
"The occupant of this critical office should be someone whose candidacy is neither controversial nor divisive," wrote the senators ? all opponents of Hagel. Leading the effort was Texas Sen. John Cornyn, the party's No. 2 who is up for re-election next year. The letter came shortly after news of Shelby's support for Hagel.
One name missing from the letter was Sen. John McCain, R-Ariz., who has called Hagel unqualified, but indicated last Sunday that he wouldn't stand in the way of a Senate vote.
White House spokesman Jay Carney on Thursday complained that Republicans were putting politics ahead of national security, pointing out that the administration wants Hagel to be part of decisions on the size of the U.S. force in Afghanistan as American and coalition forces wind down combat operations.
"This waste of time is not just meaningless political posturing because we firmly believe that Sen. Hagel will be confirmed. The waste of time is of consequence," Carney told reporters.
The Senate also is holding up the nomination of John Brennan to be CIA director, with Republicans and Democrats seeking more information about the U.S. policy on the use of drones. Hagel and Brennan would join Secretary of State John Kerry in Obama's overhauled, second-term national security team.
Hagel is expected to get all 55 Democratic votes and the support of three Republicans ? Sens. Thad Cochran of Mississippi, Mike Johanns of Nebraska and Shelby. Two other Republicans ? Sens. Susan Collins of Maine and Lisa Murkowski of Alaska ? voted last week to allow the nomination to move ahead and are expected to do the same next week, giving Hagel the requisite 60 votes out of 100 necessary to end a filibuster.
A vote on confirmation, with only a majority necessary, could occur as early as Wednesday.
The filibuster left the administration angry and troubled by the prospect of a nomination in limbo, with opposition groups redoubling their efforts to scuttle Hagel and the uncertainty of a weeklong Senate recess. But the administration is more confident about Hagel's prospects after private conversations with several senators to ensure Hagel has 60 votes, according to an official close to the confirmation process.
Several senators who voted to delay a vote last week ? Shelby among them ? are expected to allow the nomination to move forward next week.
Republicans have criticized Hagel for his past statements and votes, contending that he hasn't been sufficiently supportive of Israel and has been too tolerant of Iran. They also have challenged his support for reducing the nation's nuclear arsenal and his opposition to the Iraq war after his initial vote for the conflict.
His nomination also has become entangled in GOP demands for more information from the Obama administration about the deadly assault on the U.S. diplomatic mission in Benghazi, Libya, last September that killed Ambassador Chris Stevens and three other Americans.
Sen. Lindsey Graham, R-S.C., has described Hagel as "radical" and pressed for Obama to abandon the nomination. Graham sent a new letter to Hagel this week with fresh questions about Israel, after Hagel responded to a separate Graham letter on Israel last week.

Aid money should be spent on ?schools, not soldiers?, charities said last night ? as David Cameron faced a backlash over moves to divert hundreds of millions of pounds to the Armed Forces.
Charities reacted with alarm after the Prime Minister revealed he wants to use part of the vast aid budget to help pay for military peacekeeping operations.
But former defence minister Sir Gerald Howarth hailed a ?welcome first step? and said security was an ?essential precursor to the provision of aid?.
The move will help protect the Armed Forces from further spending cuts and also help the Department for International Development (DfId) spend a 30 per cent budget increase due in April.
Mr Cameron?s plan was warmly welcomed by Tory MPs who have raised increasing concern about the policy of cutting back defence spending while pouring billions more into foreign aid. But aid charities warned diverting money was potentially a major backward step.
Oxfam?s head of policy, Max Lawson, said the aid budget should be spent on ?hospitals and not helicopter gunships?.
He went on: ?The millions of people up and down the country who support the fantastic stance the Government is taking, protecting the aid budget when every other G8 nation is not doing that ? they expect this to be spent on schools and not soldiers.
?So we cannot see any penny diverted into the military.?

However Sir Gerald Howarth said: ?Britain?s armed forces contribute enormously to the provision of security and capacity building, which are essential precursors to the provision of aid and it is entirely appropriate to make those changes.
?I have not come across a single Conservative who is in favour of increasing aid at a time when we are cutting the Armed Forces so this is a very welcome first step.?

And Tory MP Patrick Mercer, a former Army officer, said security and overseas aid were ?inextricably linked?.
Downing Street insisted the switch would not affect Mr Cameron?s controversial target of spending 0.7 per cent of Britain?s total income on aid.
Money will be spent on peacekeeping and conflict prevention work rather than weapons, so should still count towards the target.
The new approach means aid cash could be used to pay for troop training in Mali, demobilisation in Afghanistan and providing assistance to rebel fighters in Syria.
Much of the money could be channelled through the ?conflict pool? - a joint initiative between DfId, the MoD and the Foreign Office.
Overall aid spending will rise in April as the percentage of Britain?s income spent on foreign aid rises from 0.56 per cent to hit the 0.7 target.
Meeting the target will require an increase from ?8.65billion to ?11.3billion in the coming year ? a rise of more than 30 per cent.

PITTSBURGH -- The Pittsburgh Penguins and Philadelphia Flyers picked up right where the two rivals left off in the playoffs last season.
Jakub Voracek scored the go-ahead goal with 1:31 remaining in the third period to cap his first career NHL hat trick, leading the Flyers to a wild 6-5 victory over the Penguins on Wednesday.
"It was a great game for the players, the fans, for everybody," Flyers coach Peter Laviolette said. "It was good playoff-type hockey."
It was the kind of wide-open, back-and-forth, playoff-type hockey the two teams displayed during their Eastern Conference quarterfinal round series last season. The Penguins and Flyers combined for 45 goals through the first four games of the series, a best-of-seven set Philadelphia won in six games.
Pittsburgh took a two-goal lead Wednesday before Philadelphia scored the next four goals.
The Flyers had leads of 4-2 and 5-3 in the third period, only to watch as the Penguins rallied, tying the game with 2:03 remaining.
Voracek's third goal came 33 seconds after Pittsburgh's Brandon Sutter tied the game on a wraparound.
Voracek, who had a career-best four points Monday against the New York Islanders, threw a shot from behind the goal line, which bounced off Penguins goaltender Tomas Vokoun and into the net.
"I didn't want to turn it over or do something stupid, so I just tried to throw it to the net," Voracek said.
Voracek's first goal of the game came on the power play, giving the Flyers a 3-2 lead with 9.9 seconds left in the second period. His second, the 200th point of his NHL career, put Philadelphia ahead by two goals 18 seconds into the third period.
Wayne Simmonds had two goals and an assist and Nicklas Grossman also scored for the Flyers.
Goaltender Ilya Bryzgalov made 27 saves for his eighth victory.
Evgeni Malkin and James Neal scored power-play goals, while Sutter, Tyler Kennedy and Matt Niskanen also scored for the Penguins, who had a three-game win streak end.
Penguins defenseman Paul Martin also had three assists.
Captain Sidney Crosby, with 25 points, is tied with Buffalo's Thomas Vanek for NHL scoring lead after getting an assist.
Vokoun, making his first start since a home loss against New Jersey, stopped 26 shots.
"It's unfortunate," Crosby said. "We had a good start and didn't find a way to hold the lead."
The Flyers capped a season-long six-game road trip with two victories. Philadelphia, which routed the New York Islanders 7-0 Monday, struggled early on the road trip, dropping three of its first four games before recovering with two wins.
"Anytime you finish a road trip with two big wins it's huge," said Flyers captain Claude Giroux, who had two assists. "It was good to get a couple wins in a row again."
The Flyers, despite playing 12 of their first 18 games on the road, appear right at home in Pittsburgh, where they won for the eighth time in 10 games. Philadelphia is also 6-1 at Consol Energy Center since it opened in 2010.
Philadelphia appeared to put the game away after Simmonds' second goal of the game, which hit off Niskanen's stick and went into the net, to make it 5-3 at 7:36 of the third.
But the Penguins rallied thanks in part to back-to-back 5-on-3 power plays. Neal's power-play goal at 12:46 made it 5-4 and the Penguins appeared to initially tie it with 5:39 left, but a would-be power-play goal from Chris Kunitz was kicked past Bryzgalov.
Sutter got it done, tying the game with 2:03 remaining.
"We stuck with things and earned the breaks we got, and we were able to tie the game," Crosby said. "We had the right mentality, sometimes it's a little too late."
Niskanen gave the Penguins a 1-0 lead at 5:07 of the first, the 14th time in 17 games Pittsburgh scored the opening goal.
Defenseman Kris Letang's shot deflected off a Philadelphia skate to Niskanen, who ripped a hard shot past Bryzgalov.
Laviolette called a timeout after the goal in an attempt to spark his sluggish team, which had just two shots on goal to that point, but it worked in the Penguins' favor.
Flyers forward Harry Zolnierczyk was whistled for boarding 13 seconds later, putting Pittsburgh's No. 2-ranked power play on the ice.
Malkin nearly converted seven seconds into the advantage, as Bryzgalov gloved a shot against the post, but the play was ruled inconclusive after an extra look by officials.
No matter.
Malkin scored later on the power play at 7:15 of the first, slamming Martin's rebound off the end boards inside the post. It was the ninth straight game the Penguins scored a power-play goal.
The Flyers settled down, scoring twice in the span of a minute to tie the game.
Grossman got the first one, firing a loose puck across the line after a wild net-mouth scramble that had four Penguins piled in the crease, desperately trying to prevent a goal.
Letang tried his best to keep the puck out of the net, stopping the initial shot at the goal line, but it eventually popped out to Grossman, who scored the Flyers' opening goal 11:49 of the first.
Simmonds scored a minute later, taking a Danny Briere pass and powering his way to the top of the crease where he slid a shot past Vokoun.
Then things got heated between the cross-state rivals and the penalty box quickly filled with three players apiece less than a minute after the tying goal.
Penguins defenseman Deryk Engelland went off for roughing, Flyers forward Brayden Schenn for cross-checking, and unsportsmanlike conduct penalties were also issued while Tanner Glass and Simmonds had a fight.
"I think we got too emotional in the game, too involved with the extra curriculars," Penguins coach Dan Bylsma said.
The teams played a clean second period, combining for just three penalties, but the last one, an elbowing call against the Penguins' Craig Adams, resulted in Voracek's go-ahead goal with 9.9 seconds left in the period.
Voracek scored his second of the game 18 seconds into the third period, taking advantage of a miscommunication between Vokoun and Martin behind the net. Braydon Coburn's shot after the turnover bounced to Voracek, who made it a two-goal game.
Kennedy cut the deficit to one goal at 5:29, putting the rebound from Martin's point shot behind Bryzgalov before Simmonds' scored his second of the game at 7:36.
"Obviously we started off pretty rocky, and kind of finished pretty rocky, but I think in between we played a pretty solid game," Simmonds said.
NOTES: Flyers forward Matt Read left the game with an upper-body injury. ... The rivals meet again March 7 in Philadelphia. ... Both teams play next at home against Florida. The Flyers host the Panthers Thursday, while the Pittsburgh welcomes Florida the following night.
TUNIS (Reuters) - Tunisian leaders began the search for a new prime minister on Wednesday to try to lead the North African nation out of its gravest political crisis since an uprising that inspired a wave of Arab revolts two years ago.
Rached Ghannouchi, the powerful head of the main Islamist Ennahda party, said the group had not named anyone to replace Prime Minister Hamadi Jebali, who resigned on Tuesday, but that he expected a new government to emerge this week.
"We need a coalition government with several political parties and technocrats," Ghannouchi told reporters after talks with secular President Moncef Marzouki.
Jebali quit after his plan for an apolitical technocrat cabinet to prepare for elections failed. He had proposed it after the assassination of opposition leader Chokri Belaid on February 6 shocked Tunisia and widened Islamist-secular rifts.
Eventually it was Jebali's own Ennahda party that scuppered the idea, extending a political impasse that has cast a shadow over Tunisia's fledgling democracy and ailing economy.
Tunisia began a transition to democracy after the peaceful overthrow of President Zine al-Abidine Ben Ali in January 2011, electing a National Constituent Assembly to write a new constitution, and then forging a deal under which the moderate Ennahda agreed to share power with its secular rivals.
But disputes have delayed the constitution and the failure to tackle unemployment and poverty in a country that relies on tourism has dismayed many Tunisians and led to frequent unrest.
"Today I cannot send a message of reassurance to investors abroad because local investors in Tunisia are not reassured and the outlook is not entirely clear," said Wided Bouchamaoui, president of Tunisia's Chambers of Commerce and Industry.
Negotiations on a $1.78 billion loan from the International Monetary Fund cannot be concluded amid the latest uncertainty.
"Once a new government is named, we will inquire about its intentions/mandate. Once the political situation is clarified, we'll assess how best to help Tunisia," an IMF spokeswoman said.
"WORSENING OUTLOOK"
Standard and Poor's lowered its long-term foreign and local currency sovereign credit rating on Tunisia on Tuesday, citing "a risk that the political situation could deteriorate further amid a worsening fiscal, external and economic outlook".
Marina Ottaway, senior scholar at the Wilson Center's Middle East Program in Washington, said the economic woes of countries such as Tunisia and Egypt could not be solved in the short run.
"There will remain unfulfilled expectations and a lot of economic hardship, but the major cause of instability now is a struggle for power between Islamists and secularists."
No one claimed responsibility for Belaid's assassination, the first in Tunisia since 1952, but it deepened the misgivings of secularists who accused the government of failing to rein in the sometimes violent activities of Islamist hardliners.
Three days of unrest followed the killing, straining the Islamist-secular coalition government and prompting Jebali to propose a non-partisan cabinet to avert further strife.
Secular parties mostly backed his idea, but Ennahda, the biggest party in the assembly, rejected it, fearing it would be sidelined from power. Jebali, who has been in office for 15 months, may be asked to carry on as caretaker premier.
"Jebali will probably refuse to head a new government as Ennahda wants," said political analyst Youssef Ouslati. "If Ennahda does not open up more, it will be very isolated."
Ghannouchi has previously said it is vital that Islamists and secular parties share power now and in the future, and that his party was willing to compromise over control of important ministries such as foreign affairs, justice and interior.
An Ennahda official, who asked not to be named, said on Wednesday that the central bank governor and defense minister would retain their posts in any new government.
Marzouki, whose own secular party was in Jebali's coalition, held talks with various parties before meeting Ghannouchi.
Samir Bettaib of the secular Massar party said Marzouki had asked it to join a new coalition, but it had its own demands. "We want the interior minister to be independent," he said.
Maya Jribi, secretary-general of the Republican party, the main secular opposition group, said it was resisting pressure to take part in a new Ennahda-led coalition.
Tunisia is at a crossroads over the choice of prime minister, according to political analyst Salem Labyed.
If Jebali returned as head of a new coalition, negotiations would be easier and he could forge a new consensus, he said.
"But if Ennahda designates one of its hawks, there will be a conflict with the secular parties," he said. "At that moment the atmosphere would be very tense and could move to the streets."

Recent case: An investment company?s job application asked candidates to list ?all disabilities, procedures and operations.? One candidate refused, but did mention she was a cancer survivor. She didn?t get the job, then fired off an ADA lawsuit. The court sent the case to a jury trial, citing the disability-related inquiry. (Katz v. Adecco, SD NY)
Bottom line: Review your job application or have your attorney help. The document may be old and out of legal compliance. Maybe it makes illegal inquiries about things like disabilities, marital status or age. Read every question as if you were a member of a jury.

LAS VEGAS (AP) ? Police say a deadly car-to-car shooting and fiery crash at a major Las Vegas Strip intersection started with an argument in the valet area of the Aria resort.
Sheriff Doug Gillespie made the disclosure Thursday about the early morning incident that left three people dead and at least six injured. Police withheld the names citing the ongoing investigation.
Police are seeking a black Range Rover Sport that fled the scene at Las Vegas Boulevard and Flamingo Road.
The intersection is home to famous casinos including Bellagio, Caesars Palace and Bally's.
Authorities say at least one person in the Range Rover shot at a Maserati that then ran a red light and crashed into a taxi.
The taxi burst into flames, and the driver and passenger died. The driver of the Maserati also died, and his passenger was shot.
IN THE hierarchy of Obamacare haters, Rick Scott, the Republican governor of Florida, ranked near the top. In 2009 the former hospital executive bankrolled ads warning of government-run health care, with horror stories from Canada and Britain. In 2010 Mr Scott campaigned with the promise to scuttle the health law. Florida led states? efforts to challenge Obamacare in court. When the Supreme Court upheld the law in June, Mr Scott declared, ?This is just another burden the federal government has put on American families and small businesses.?
Though conservatives despaired over the ruling, some took comfort in the fact that it gave states the option of rejecting a major part of the law: the expansion of Medicaid, which funds health care for the poor. Given the choice, Mr Scott declared that Florida would opt out of the Medicaid expansion. He even wrote a column titled, "More Medicaid? No Thanks."
So Mr Scott's announcement on February 20th that he would, after all, expand Medicaid is, to say the least, a blow to conservatives. ?He has squandered his credibility as an opponent of Obamacare?, wrote Cato?s Michael Cannon, who served on Mr Scott?s gubernatorial transition team. The move is ?a huge threat to Florida's financial future?, declared Americans for Prosperity. "Terribly disappointed" is how Erick Erickson summed up his reaction. Conservatives are displeased, but they should not be surprised.
The maths are too obvious to ignore. Mr Scott will expand Medicaid for only three years (he says), when the federal government will cover the full bill. So in 2016, for example, Washington will pump an extra $6.7 billion into Florida?s Medicaid programme, 49% more than would've been spent had Florida not expanded the programme, while the state's tab will increase by less than 1%.
Florida has 1.3m uninsured adults who will be newly eligible for Medicaid, according to the Urban Institute. Without an expansion, 995,000 would be without insurance, eligible for neither Medicaid nor the subsidies to buy insurance on a federal exchange. (Mr Scott has drawn the line at creating his own health exchange.) ?While the federal government is committed to paying 100% of the cost of new people in Medicaid,? Mr Scott explained, ?I cannot, in good conscience, deny the uninsured access to care.?
The politics are obvious, too. Barack Obama won Florida in November, and Mr Scott is up for re-election next year. His tea-party inspired governing has so far led to dismal approval ratings, so he has begun to reverse course in some areas. In the case of Medicaid expansion, the governor was lobbied hard by the state's hospitals.
During the debate over health reform, hospitals agreed to payment cuts in exchange for the promise of more insured patients. But without a Medicaid expansion, this is a bum deal. Florida?s hospitals, in particular, stand to benefit from a bigger Medicaid programme?Medicaid payments to hospitals would jump by $33.6 billion from 2013 to 2022. This 31% increase is larger than that of any other state.
Though it is unlikely to quiet his conservative critics, Mr Scott can at least claim to have gotten something in return for his reversal?a waiver from the feds allowing him to privatise the management of Medicaid. This may not have been an explicit trade, but the timing of the two announcements certainly makes it seem that way. In a sop to conservatives, Mr Scott also declared that Medicaid expansion would expire after three years. But this seems unlikely to happen. Whoever is governor of Florida in 2017 will not want to yank insurance away from 1m people.
Mr Scott is not the only Republican to support Medicaid?s expansion. The governors of Arizona, Michigan, Nevada, New Mexico, North Dakota and Ohio have said they will expand Medicaid, too. As more of them come around, the pressure mounts on hold-outs to get their slice of the pie. When such a sweet deal is on offer, it is tough to resist.

The Protecting Canada?s Immigration System Act which came into force on December 15, 2012 will bring about positive changes in Canada?s effort improve its new asylum system, and provide better protection to Canada?s legitimate refugees. Declaring these regions ?safe? has its implications. Asylum claims from generally safe countries will allow faster approval for claimants, and faster removal of claimants who were rejected. Kenney hopes that these changes will make Canadian immigration faster and fairer. With changes, come implications. Let?s take a look at potential ramifications for Canadian businesses.
Change: Claimants from DCO can expect faster approval than claimants from non-DCO Implication: Asylum claimants will be approved faster, start new life sooner
The changes to Canadian immigration rules will allow asylum claimants to be processed an average of fifteen days faster than those asylum claimants from non designated country of origin regions. This means there could be more refugees applying for work permits, and more skilled labour in the Canadian workforce.
Change: Hearings will be held within 30 days Implication: Immigration lawyers argue this time-frame is not wide enough for claimants to gather and produce quality materials.
The faster processing time could potentially be damaging for some claimants. Experts say the small window of opportunity may not be enough time to hire a lawyer and make a case, which means prospective skilled workers could be turned away for the wrong reasons.
Change: Determination based on mostly quantitative, some qualitative criteria Implication: Determination process could be riddled with mistakes
To be placed on the DCO list, claims must have a rejection rate of 75 percent or higher. A country may be considered ?safe?, even if it might not be. Is there an objective way to draw the line? Decisions might be subjective, and approval/rejection rates could be skewed. If rejected, claimants could be sent back to life-threatening conditions.
The refugee determination process has been a hotly debated topic in Canadian immigration. These changes could affect the Canadian workforce, which has been experiencing a shortage of skilled labour in a number of provinces. It is too early to say whether these change will be a good move or a bad one for Canada, but it is evident that Canada will be accepting more refugees than ever before.

Now it's there on Android too, after launching live streaming of both CNN and HLN on iOS back in 2011 a new update for its Android phone app has brought the feature (and the classic "This is CNN" greeting by James Earl Jones) to the platform. You'll still need to be a subscriber to a participating cable TV service to actually watch the feed, but getting your dose of Anderson Cooper on the go is as simple as inputting your account details, and then you're set. Plastiq, an online payments startup aimed at bringing credit card payments to industries which tend to shy away from supporting them, has raised a $6 million Series A. The round was jointly led by Atlas Venture and Flybridge Capital Partners, and included previous investors NextView Ventures and Greenoaks Capital, along with notable angel investor Harvey Golub, former Chairman and CEO of American Express.
